SHOT 8/17/2007 - Guy Padgett, 30, is a City Councilperson in Casper, Wyo. and is also a former Mayor of the largely conservative Western town that was once the hometown of Matthew Shepard, who was killed in 1998 in nearby Laramie in one of the most notorious anti-gay crimes in the nation. Padgett is also openly gay and lives in the town he grew up in, after a stint in Washington DC, with his partner Jason Marsden, 35. The two were "married" in a ceremony in 2002 even though the state of Wyoming doesn't recognize gay marriage. Padgett said that he doesn't feel as though he is discriminated against in the largely right leaning town but said "it's a bit isolated as far as a gay community is concerned", noting it's the only state in the country without a gay bar.
